This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2 – Synopsis of Proposed Contract Actions in preparation for release of the Request for Proposal (RFP) at a later date. This acquisition will be solicited as competitive to local sources in accordance with FAR 5.202(a)(12). Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation, in accordance with the provisions of the U.S. - Japan Status of Forces Agreement. The project is comprised of basic award and four (4) option periods. The basic award (CLIN 0001 for Recurring and CLIN 0002 for Non-Recurring, respectively) performance of work includes, but is not limited to provision of all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the custodial service at Kadena Air Base (CFAO only), Camp Shields, White Beach, Tengan Pier, and Awase Transmitter Site under a performance-based contract that is comprised of both Recurring Work and Non-Recurring Work Items. Option CLINs 0003 through 0010 (Recurring and Non-Recurring), are for the continuation of services as stated in item 4 above. This procurement consists of one solicitation with the intent to award a single contract to the responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the Government resulting in the best value, price and non-price factors considered using the lowest price technically acceptable (LPTA) source selection process. The project entitled, “Custodial Service for Commander Fleet Activities Okinawa (CFAO), Japan.” If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals based on technical factors that include: Corporate Experience, Past Performance, and Safety. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the offerors responsibility to check this site daily in order to be notified of any changes to this solicitation. The solicitation is planned to be issued around end-May 2021 and will be solicit for 30 days by NAVFAC FAR EAST, FEAD Okinawa, Japan.
