1. This acquisition will be solicited under full and open competition. All work under this acquisition will be performed in Japan. Accordingly, there is no restriction on foreign participation as long as offerors adhere to the requirements of the solicitation, are registered to conduct business in Japan, and comply with all regulatory, industry, and business requirements to perform the required work in the country of Japan. Also, the U.S. Government will not offer "United States Official Contractor" status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation. 2. The resulting contract will include a single-award Indefinite Delivery / Indefinite Quantity (IDIQ) type performance-based service contract comprised of Recurring and Non-Recurring work requirements for two (2) months phase-in period, 10 months base period and four (4) one-year option periods. 3. The scope of work includes, but is not limited to, provision of all labor, management, supervision, tools, materials, and equipment necessary to provide the WHE Maintenance and Repair Services at U.S. military installations on Okinawa, Japan. (e.g., Camp Foster, Camp Kinser, Marine Corps Air Station (MCAS) Futenma, Camp Courtney, Camp Hansen, Camp Schwab, Jungle Warfare Training Center, Kadena Air Base (CFAO and tenant organizations), and White Beach). 4. The Government intends to utilize the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost/price factors that include: Corporate Experience, Safety and Past Performance. 5. The solicitation will be advertised for 30 days and proposals will be due for submission at NAVFAC Far East Facilities Engineering and Acquisition Division (FEAD) Camp Butler, Okinawa, Japan. 6. The solicitation documents will be posted on Beta.SAM, https://beta.sam.gov/. Interested parties can view specific information pertaining to this procurement as it becomes available. It is, and will continue to be, the sole responsibility of all potential offerors to monitor Beta.SAM for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list.
