Amendment 0001 is issued to incorporate the Questions & Answers form dated 26 Apr 2021. The Contractor shall furnish all labor, materials, equipment, transportation, supervision, and engineering necessary to COVER WASH RACK AT BLDG. 1395, NAF MISAWA, JAPAN in accordance with the Specification and drawings herewith. Access is restricted for Controlled Unclassified Information (CUI), e.g. specification and drawings. Please request the access on the bata.SAM by providing your firm’s DUNS # and CAGE Code. AUTHORIZATION TO PERFORM: In accordance with DFARS 252.225-7042, the Offeror must be duly authorized to operate and to do business in Japan. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification on such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. Furthermore, the U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government designate eligible employee(s) as “Members of the Civilian Component” under Article I(b) of the SOFA." BID CURRENCY: Bids shall be priced only in Japanese Yen. At the discretion of the Contracting Officer, bids not priced in Japanese Yen will be considered nonresponsive and will not be evaluated. Disclosure of the magnitude of construction projects: In accordance with FAR 36.204, the magnitude of construction is between ¥50,000,000 and ¥100,000,000. SITE VISIT a. An organized site visit has been scheduled after the pre-bid conference on 16 Apr 2021 at 09:00 AM b. Participants will meet at Bldg. 987 Conference Room, PWD Misawa, Misawa AB, Japan c. Offeror is required to submit a Site Visit Log (Attachment 4) that indicates all the attendees to the pre bid conference and site visit by e-mail to the point of contact below by 15 Apr 2021, 11:00 AM. Attendees who do not possess the gate pass, you will be escorted at the main gate. In such case, you are required to annotate on the Site Visit Log.
