The intent of this notice is to identify potential offerors. The Naval Facilities Engineering Command (NAVFAC) Far East, PWD Okinawa, is currently seeking interested contractors who are both willing and qualified to provide Collection, Holding, Transfer and Treatment of Black and Gray Waste Water (CHT); Treatment and/or Disposal of Oily Waste Water (OWW); and Used Oil Fuel Recycling Services for Commander Fleet Activities, Okinawa (CFAO). The Contractor would be required to provide barges for collection, holding, transfer and on-site treatment services for black and gray wastewater and treatment and/or disposal of oily wastewater generated from ships and submarines and used oil fuel recycling services. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services at Commander Fleet Activities, Okinawa (CFAO), Japan and outlying areas supported by this installation, under a performance-based contract that is Recurring Work only. Licenses and permits The prime contractor must have valid Specially Controlled Industrial Waste (SCIW) for transportation and disposal license and permits for PFAS waste. The prime contractor "cannot" subcontract transportation and disposal of hazardous waste, the prime contractor can subcontract if they have all GOJ/OPG required SCIW license and permits. The Government is contemplating issuing a Commercial solicitation in accordance with FAR Part 12. The Government is contemplating a multiple year (one year base period and four one-year option periods) contract.
