Include “FAR 52.204-25 PROHIBITION ON CONTRACTING FOR CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE SERVICES OR EQUIPMENT (AUG 2020)”. 2. Page 8 6. VEHICLE DAMAGE, FAR 52.228-8 paragraph ( b ), ( c ) Please confirm you required lease vehicle with Japanese domestic PL insurance for objective and Interpersonal compensation under FAR 52.228-8 paragraph ( b ) and ( c ). A3. As long as the insurance is sufficient to provide for the requirements in FAR 52.228-8 and the terms of the contract, it is acceptable. Q4. Page 8, 7 MAINTENANCE AND REPAIR d. Can we claim the towing fee incurred by U.S military's responsibility? If we can't, please clarify the description " towing service at no additional charge". We recognize the requirement " the contractor is responsible for providing towing service at no additional charge to.." as only applied to the case when the breakdown is caused by contractor in accord with the requirement of the paragraph b Repairs, 7 MAINTENANCE AND REPAIR. A4. If repairs are required due to fault of the Government, then the Government will pay for the towing service. All other terms and conditions remain unchanged. ************************************************************************************ AMENDMENT 0001 DATED 10 AUGUST 2020 The purpose of this Amendment 0001 is to provide for the following: Responses to Pre-Proposal Inquiries received. Q1. *Page2 (5. FAR PROVISION 52.229-11 AND FAR CLAUSE 52.229-12) Exemptions from this excise tax must be claimed by a quoter when it submits, with its quote, a U.S. Department of Treasury Internal Revenue Service (IRS) Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, available via the internet at www.irs.gov/w14. If not submitted with the quote, exemptions will not be applied to any resulting contract and the Government will withhold a full 2 percent on each payment. Failure to submit IRS Form W-14 with a payment request will also result in an automatic withholding of 2 percent from the payment request. Do I have to submit Form W-14 as I saw this clause for the first time or just send the copy of SAM registration as usual to avoid withholding of 2 percent from the payment? A1. As stated in Attachment 2 Provisions and Clauses, "If not submitted with the quote, exemptions will not be applied to any resulting contract and the Government will withhold a full 2 percent on each payment". Therefore, the IRS Form W-14 will need to be submitted with the quote in order to avoid withholding of 2 percent on each payment. Q2. *Page15 (52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 91 months. Could you please let me know why it said 91 months? I suppose you request base period and option 1 to 7 quotations, it means 96 months, right? I would just like to know the meaning of above sentence. A2. See "Revised Attachment 2 Provisions and Clauses". The total duration of this contract is revised to 96 months. Replace “Attachment 2 Provisions and Clauses” in its entirety with “Revised Attachment 2 Provisions and Clauses”.
