1. THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BIDS. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2. Proposed Solicitation Number: N4008419T0809. FSC Code: H999; NAICS Code: 541380. 3. LOCAL SOURCE RESTRICTIONS. This solicitation is intended only for local sources in accordance with FAR 5.202 (a)(12). Local sources are those persons or entities that, prior to award, are lawfully registered to conduct business in Japan. Bids from non-local sources will not be considered under this solicitation in accordance with provisions of the U.S.-Japan Status of Forces Agreement. 4. CONTRACTOR LICENSING REQUIREMENTS. Prior to award of any contract, bidders must be registered to do business in Japan. The Contractor shall possess all required permits, licenses and authorizations to perform work under this contract and comply with the JEGS, Waste Management and Public Cleansing Act and all other applicable Japanese, prefectural and local laws, regulations, and standards. In addition, the Contractor shall possess any other permits and licenses required to perform work under this contract. Only laboratories that have appropriate credentials can perform testing. In the absence of certification requirements, laboratories must be accredited for each applicable test method by a nationally recognized laboratory accreditation body, an accrediting authority approved by the National Environmental Laboratory Accreditation Program (NELAP) or the American Association for Laboratory Accreditation (A2LA) operating in accordance with ISO/IEC 17011:2004. 5. STATUS OF FORCES AGREEMENT. The U.S. Government will not offer "United States Official Contractor" status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as "Members of the Civilian Component" under Article I(b) of the SOFA. 6. PROJECT SCOPE: NAVFAC Far East, Facilities Engineering and Acquisition Division (FEAD) Yokosuka has a requirement for contractor support to perform environmental services at Navy Region Japan to include U.S. Commander Fleet Activities Yokosuka *CFAY) Japan and outlying areas supported by this installation under a performance-based contract that is comprised of Recurring Work Items. The purpose of this solicitation will be to provide services in support of Yokosuka Ship Repair Facility & Japan Regional Maintenance Center (SRFJRMC) to comply with the Japan Environmental Governing Standards (JEGS) for environmental laboratory testing of, but not limited to, water, soils, sludge, and solid materials. Task will include: handling and transport of samples; laboratory analyses of various environmental media; summary analytical results report via email upon completion of analysis; and hardcopy data reporting deliverables. The Contract for this acquisition will be for a period of one year (12 months) with a clause for four (4) 12-month option periods for a total 60-month contract with an anticipated start date of 01 Nov 2019. 7. The Government does not intend to issue amendment(s) to this Presolicitation Notice if/when the planned solicitation issuing date is changed. Hard copies of the solicitation will not be provided. It is the Contractor's responsibility to check the websites periodically for any amendments to this solicitation. 10. The information being provided does not constitute a Request for Proposal, Request for Quote, Invitation for Bids, or a commitment of the part of the Government neither to award a contract, nor to pay for any costs responding to this notice and / or to the solicitation. This notice shall not be construed as a commitment by the Government for any purpose.
