1. THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT ONLY. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BIDS. NO SOLICITATION OR SPECIFICATIONS ARE AVAILABLE AT THIS TIME. 2. Naval Facilities Engineering Command (NAVFAC) Far East, Facilities Engineering and Acquisition Division (FEAD) Iwakuni intends to award a sole-source contract to American Engineering Corporation, Okinawa, Japan by a contract modification to the existing contract. This effort will be conducted on a sole-sources basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulations (FAR) 6.302-1. The basis for restricting competition is there is only one responsible source and no other supplies or services will satisfy agency requirements. The current contract, N4008415D5401, Heating, Ventilation, and Air Conditioning (HVAC) System Maintenance, Testing, Repair, and Installation Services at U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan was awarded to American Engineering Corporation on 25 Mar 2015, which includes a base period and four (4) one-year option periods with a contract completion date of 31 Mar 2020. Invitation for Bids (IFB) Solicitation N4008420B5400 for the follow-on contract for HVAC system maintenance services at U.S. MCAS Iwakuni, Japan was released on 20 Dec 2019 and is currently being processed as unrestricted/full and open competition. To ensure there is no lapse in services until the follow-on, long term HVAC system maintenance services can be awarded, the Government intends to extend the existing HVAC system maintenance services for an additional three (3) months from 01 Apr 2020 through 30 Jun 2020 by contract modification. The required services are available only from the current source since it is likely that award to any other source (1) would result in a substantial duplication of cost that is not expected to be recovered through competition; and (2) will result in unacceptable delays in fulfilling the Department of Navy’s requirements. 3. The Government is seeking companies with the capabilities to provide the required services throughout U.S. Marine Corps Air Station Iwakuni, Japan 01 Apr 2020 through 30 Jun 2020. The work required under this acquisition will be performed in its entirety in the country of Japan; therefore contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during performance. 4.
