GENERAL INFORMATION In accordance with the Federal Acquisition Regulation (FAR) 5.207, Naval Facilities Engineering Systems Command Far East (NAVFAC FE) FEAD Camp Butler intends to solicit proposals for FACILITY INVESTMENT SERVICES AT MARINE CORPS INSTALLATIONS PACIFIC (MCI-PAC) MARINE CORPS BASE CAMP SMEDLEY D. BUTLER, OKINAWA, JAPAN. The scope of work includes, but is not limited to, provision of all labor, management, supervision, tools, material, equipment, transportation, incidental engineering and other items required to perform maintenance, repair, inspection, testing and certification for facilities, ground structures, real property equipment, installed equipment and systems located at Marine Corps Installations, Okinawa Japan. (e.g., Camp Foster, Camp Kinser, Camp Lester, Camp Hansen, Camp Courtney, Camp McTureous, Camp Schwab, Marine Corps Air Station (MCAS) Futenma, Camp Gonsalves, Jungle Warfare Training Center (JWTC) and Plaza Housing Area). The resulting contract will include a single-award Indefinite Delivery / Indefinite Quantity (IDIQ) type performance-based service contract comprised of Recurring and Non-Recurring work requirements for 3 months phase-in period, 9 months base period and seven (7) one-year option periods. The Government intends to utilize the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost/price factors that include: Corporate Experience, Safety and Past Performance. STATUS OF FORCES AGREEMENT Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as “Members of the Civilian Component” under Article I (b) of the SOFA. SAM REGISTRATION All offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation must be registered in the System for Award Management (SAM) database to be eligible for award. An Offeror is required to be registered in SAM when submitting its offer/quotation/bid, and shall continue to be registered at all relevant times, i.e., time of award, during contract performance, and through final payment of the contract resulting from this solicitation. CAUTION: All offerors are required to be registered in SAM at the time their offer/quotation/bid is submitted. Offerors with no active SAM registration upon receipt of their offer/quotation/bid shall be considered ineligible for award.
