1. THE SUBJECT REQUIREMENT IS BEING SYNOPSIZED IN ACCORDANCE WITH FAR 36.213-2. THIS IS A SYNOPSIS ONLY. THIS IS NOT AN INVITATION FOR BID (IFB). 2. PROJECT DESCRIPTION This project improves existing Entry Control Point (ECP) at Gate 4 in MCCS Camp FUJI. Works provide, but it’s not limited to, final denial barrier, crash beam barrier, tire shredder, anti-ramming knee wall, fixed bollard, retractable bollard, traffic light, flashing light, sign pole and hump, gatehouse, necessary mechanical, plumbing and electrical system in gatehouse, canopy attached to the gatehouse with lightning protection, brokers, cables, wires, conduits, 50kVA generator, surge protection systems, big voice pole, Related work is defined as temporary work and relevant work which is required to accomplish this project. This work does not include unforeseen site conditions. In accordance with FAR 36.204, the magnitude of this construction project is estimated between ¥100,000,000/$1,000,000 and ¥500,000,000/$5,000,000. 3. The IFB will be issued on or around 17 May 2021. A site visit will be scheduled at a later date. The tentative bid opening will be on or around 17 June 2021. The awardee shall complete the entire work, not later than 254 calendar days after date of award. 4. Plans will be available for inspection without charge through https://beta.sam.gov. 5. CONTRACTOR LICENSE REQUIRMENT Any contract resulting from a solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. 6. STATUS OF FORCES AGREEMENT The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. 7.
