Except where otherwise stated, the Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, sampling and other items necessary to provide hazardous waste management operations, watchstanders for specific Navy sites, spill containment / spill control materials cleanup and removal, and hazardous material (HM), hazardous waste (HW), regulated waste (RW) and transport outlined below and described in this Performance Work Statement (PWS) at various Navy and Marine Corps locations in the District of Columbia, Maryland, and Virginia and geographical area “outside the fence line”, where there is a potential for either Recurring Work may be added to the contract or Non-Recurring work issued, e.g., Washington Navy Yard and outlying areas supported by this installation performance-based contract that is comprised of both Recurring Work and Non-Recurring Work Items.
