This solicitation is for a Roofing Indefinite Delivery Indefinite Quantity Contract (IDIQ) for roofing projects and related services valued between $2,000 and $1,000,000 for the Chesapeake Bay Detachment, Naval Research Laboratory (Washington DC), and Naval Warfare Center Carderock, MD locations. The solicitation will result in a single award IDIQ roofing contract. The period of performance is for a 1-year base, and four (4) 1-year option periods. The estimated maximum value for all contracts combined is $25M. Source Selection Process is Lowest Price Technically Acceptable (LPTA). This procurement is 100% set-aside for eligible SBA-certified Women-Owned Small Businesses under North American Industrial Classification System (NAICS) 238160-Roofing Contractors with a size standard of $16.5 million. All joint ventures must consist of multiple small businesses and must be approved by the Small Business Administration by the time of source selection. Proposals are due no later than 10:00 AM on 22 March 2021. A Virtual Site Visit is scheduled for 1 March 2021 at 10:00 AM. The Naval Facilities Engineering Command, Naval Research & Development Establishment Support Office (NRDE), has a NEW requirement to procure construction services for roofing projects for the Public Works Departments supporting the U.S. Naval Research Laboratory (NRL) in Washington, DC and NSWC Carderock in West Bethesda, Maryland. This Indefinite Delivery Indefinite Quantity (IDIQ) will provide support to repair and replace various types of roofs. The period of performance will consist of a 1-year Base period, and four 1-year Option periods. This will be a firm fixed price contract with a total estimated value of $25,000,000; inclusive of all Options. The North American Industrial Classification System (NAICS) code for the IDIQ is 238160-Roofing Contractors with a size standard of $16.5 million.
