The Naval Facilities Engineering Systems Command, Naval Research & Development Establishment Support Office (NRDE), has a NEW requirement to procure IDIQ mechanical and Heating, Ventilation, and Air Conditioning (HVAC) construction services for NRDE Supported Commands at Naval Air Station (NAS) Patuxent River, MD; Naval Support Facility (NSF) Indian Head, MD; and NSF Dahlgren, Virginia. The requirement is to procure a Mechanical / HVAC IDIQ JOC contractor (1) to provide all labor, materials, equipment and incidentals to repair a variety of mechanical and HVAC systems at the designated locations. The period of performance consists of a 1-year Base period, and four (4) 1-year Option Periods. This will be a firm fixed priced non-commercial contract with an estimated value of $125,000,000; inclusive of all Options. This procurement will be an 8(a) Small Business Set-Aside for all eligible SBA-certified 8(a) firms. The North American Industrial Classification System (NAICS) code for this contract is 238220-Plumbing, Heating, and Air-Conditioning with a size standard of $16.5 million. The Source Selection method will be Lowest Price Technically Acceptable. Details of the RFP submittal requirements are enclosed in the attached Solicitation. Electronic proposals are due no later than 10:00 AM EST on 18 October 2021. All Requests for Information should be submitted no later than 28 September 2021, to allow for timely award of the contract. If the offeror is intending to submit their proposal through SAFE, as denoted in the solicitation document, it is requested that the offeror provide their request for access by 4:00 PM, EST, on 14 October 2021. Amendment 0001: This amendment is for the posting of the RFIs and to provide a time extension to 10:00 AM, ET, on 18 October 2021. Please note that this amendment is listed as 0002, which is the only amendment to date. In addition to the Amendment, Word versions of the solicitation attachments have also been included. Two other subsequent updates to this notice have been made to add additional information related to this amendment. The first update is a request for offerors to make a request for SAFE Access no later than 4:00 PM, EST, on 14 October 2021 to allow for adequate time to process requests. Every effort will be made to process requests made after this time, however, the Government cannot guarantee access will be provided in adequate time to submit the proposal. The second update is to post the specifications section referenced in Question 49 of the RFIs. This section is included within the base solicitation, starting on page 14. Amendment 0003: The amendment is to address some additional questions that arose as a result of the previous amendment. Some additional information is being included regarding the possible work items and pictures of some existing systems. This information is provided for information purposes only and does not represent any actual future projects, rather it provides list of potential systems your firm may need to work on. Work on systems outside of these listed systems may also be required. No change to the proposal due date is included as a result of this change.
