The Naval Facilities Engineering Systems Command, Naval Research & Development Establishment Support Office (NRDE), has a NEW requirement to procure IDIQ mechanical and Heating, Ventilation, and Air Conditioning (HVAC) construction services for NRDE Supported Commands at the Naval Research Laboratory, Washington DC; NRL Chesapeake Beach Detachment and Naval Warfare Center Carderock, MD. The requirement is to procure a Mechanical / HVAC IDIQ JOC contractor (1) to provide all labor, materials, equipment and incidentals to repair a variety of mechanical and HVAC systems at the designated locations. The period of performance consists of a 1-year Base period, and four (4) 1-year Option Periods. This will be a firm fixed priced non-commercial contract with an estimated value of $50,000,000; inclusive of all Options. This procurement will be an 8(a) Small Business Set-Aside for all eligible SBA-certified 8(a) firms. The North American Industrial Classification System (NAICS) code for this contract is 238220-Plumbing, Heating, and Air-Conditioning with a size standard of $16.5 million. The Source Selection method will be Lowest Price Technically Acceptable. Details of the RFP submittal requirements are enclosed in the attached Solicitation. Electronic proposals are due no later than 10:00 AM EST on 28 October 2021. All Requests for Information should be submitted no later than 11 October 2021, to allow for timely award of the contract. Amendment 0001: This amendment is for the posting of the RFIs, add an additional contractual clause, and to provide a time extension to 10:00 AM, ET, on 28 October 2021. In addition to the Amendment, Word versions of the solicitation attachments have also been included. It the offeror intends to provide their proposal via SAFE, it is requested that requests for SAFE Access are made no later than 4:00 PM, EST, on 26 October 2021 to allow for adequate time to process requests. Every effort will be made to process requests made after this time, however, the Government cannot guarantee access will be provided in adequate time to submit the proposal. Additional information is being included regarding the possible work items and pictures of some existing systems based on information received from other sites in the region. Work on systems outside of these listed systems may also be required.
