The JBAB Public Works Department FEAD has a requirement to install a Security System that is the same as the existing one in the expanded Secure Compartmented Information Facility (SCIF) area on the south side of Building 520 in Room 103 on JBAB. The Identification Detection System (IDS) and Access Control Systems (ACS), and all associated equipment and support hardware is already in the facility, and was provided by Advantor Systems; who have proprietary control of the system components and software. Modifications required to tie into the existing system by a company other than the original equipment manufacturer (OEM) would negate existing warranties on the current system. Market Research shows that several Government agencies utilize Advantor Systems for their IDS/ACS systems. With Advantor Systems as the only provider of this system software and proprietary equipment, a request to approve Other Than Full and Open Competition is hereby requested in accordance with FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
