No contract will be awarded from this communication, and no reimbursement will be made for any costs associated with providing information in response to this notice. This notice is a market research tool used to obtain information only and to identify contractors who possess the capabilities to provide services as specified below. Your participation is greatly appreciated. The Naval Facilities Engineering Command (NAVFAC) Washington is performing this market research to aid in the development of its acquisition approach. This acquisition may be solicited under the Small Business 8(a) program. Respondents will not be notified of the results of the evaluation. NAVFAC Washington is seeking to identify companies with the capacity, experience in providing contracted Shuttle Services. The Contractor shall provide, but not limited to, shuttle services for all authorized passengers between the L’Enfant Plaza transit station (7th and D Streets SW) and the interior of the Washington Navy Yard between approximately 05:00 AM-10:30 AM and 02:00 PM – 08:00 PM on federal workdays. Shuttle service will make approximately two stops on the Washington Navy Yard. The route is a one-way distance of approximately 2.5 miles or 5 miles’ roundtrip. The shuttles will be expected to continuously circulate during AM and PM peak hours, 05:00 AM-10:30 AM and 02:00 PM – 08:00 PM respectively, to be serviced approximately every five minutes; (with the exception of between 09:00 AM -10:30 PM and between 06:00 PM and 07:30 PM, service every fifteen (15) minutes). The contractor shall provide uniformed, qualified, licensed operators in accordance with the requirements of the U.S. Department of Transportation Federal Highway Administration for the operation of buses. Vehicle operators shall comply with all annotated codes, Federal, state, and local laws and regulations for the states and cities governing vehicular and pedestrian traffic in which they operate. Vehicle operators shall wear a uniform which identifies them as the vehicle operator. Operators shall have a neat and professional appearance and sustain a professional attitude at all times. Operators shall comply with all Federal, state, and local laws and regulations regarding certification, training and licensing. All bus operators shall be trained by the Contractor in appropriate emergency evacuation procedures for a bus, including the safe and expedient evacuation of all passengers. Licenses, driving, and training records shall be available for inspection by the COR within one calendar day upon request by the Contracting Officer (KO). Shuttle vehicles provided shall be fully compliant with emissions and safety inspection requirements for commercial passenger carrying vehicles. The vehicles shall be neat and sanitary inside and outside and must display the company name on the exterior. Vehicles shall have a working air conditioning and heating system. Vehicles shall have a working two-way communication system between the Contractor’s dispatcher/manager and the vehicle operators. The Contractor shall ensure that all buses provided for the use in this contract are maintained in a safe operating condition at all times during use throughout the contract period. Individual components (such as seat covers, fresh air ventilation, windows, doors, etc.) shall operate in accordance with the intended OEM design and manufacture when being used by the Government. Any of these components shall be repaired if damaged before the vehicle is dispatched for services. As a bare minimum all buses regardless of seating capacity shall be equipped with: 1. Heating System capable of maintaining an even temperature of 70� F or more throughout the bus at any time the outside temperature is below 58� F. 2. Air conditioning equipment sufficient to provide an even temperature of 78� F or less throughout the bus when the outside temperature is above 80� F. 3. Individual fresh air ventilation at each seat, forced air type. A shuttle bus will meet the minimum seating capacity of 20 or more passengers’ seats and a maximum of 28 passenger seats. Contractor must provide an ADA compliant (wheel chair lift and tie downs) vehicle, to be available on either route with one hour’s notice by a passenger in need. NAVFAC Washington is seeking potential sources for an Indefinite Delivery Indefinite Quantity type Non-Recurring Work Items (formerly referred to as Indefinite Delivery Indefinite Quantity) with a base performance period of one year and up to four (4) one-year option periods. The NAICS code for this procurement is 485999, All Other Transit and Ground Passenger Transportation. SUBMITTAL REQUIREMENTS: As permitted by FAR Part 10, Market Research, it is requested that if you’re interested, please submit a brief capabilities statement package demonstrating ability to perform the services listed above. The capability package must be complete and sufficiently detailed to allow the Government to determine the firm’s qualifications to perform the defined work. Please complete the attached Sources Sought Questionnaire and return with your package. Please note that your submittal shall not exceed ten (10) pages. Information received as a result of this sources sought will become part of our market research to determine interest and capability of potential sources. Your information shall address, at a minimum, the following: A. COMPANY PROFILE. Provide your company profile to include: (1) Company name and address; (2) Year the firm was established and number of employees; (3) names of two principals to contact (including title, telephone and email addresses); (4) DUNS number; (5) CAGE Code; (6) Positive assertion indicating registration in SAM (http:www.sams.gov). B. RELEVANT EXPERIENCE. Include experience in performing efforts of similar value, size, and scope within the last five (5) years. The following Government or commercial information shall be provided for each of your references: (1) Contract Number and Project Title; (2) Name of Contracting Activity; (3) Administrative Contract Officer’s Name, Telephone Number and/or email address: (4) Contracting Officer’s Technical Representative or Primary Point of Contact, telephone and email address; (5) Indication of whether your firm acted as prime or subcontractor, (6) Contract Period of Performance and Contract Value, (7) Brief summary of work performed and how it relates to the technical services described herein. (8) Explain what procedures you would employ to ensure you provide qualified personnel to perform the work at the different locations. C. ANSWER THE FOLLOWING: 1. How will you ensure all operators are properly qualified and licensed to operate their assigned equipment? 2. What types and typical quantities of equipment do you intend to have on-hand to support this contract? If you propose to purchase vehicles, how will the fleet be acquired and from what possible sources? What are the proposed storage locations? D. PHASE-IN. The Government is contemplating a phase-in time of 30 days for the work included in the planned procurement. Would you consider this an adequate amount of time?
