This is a solicitation for commercial services in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is N4008019R0313 and is issued as a Request for Proposal (RFP), in accordance with the requirement of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 15, Contracting by Negotiation. The Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02 dated January 22, 2019. The FAC and FAR are available at https://www.acquisition.gov/FAR. This is solicited as Full and Open Competition after exclusion of Sources; set-aside for Small Business Concerns (total Small business Set-Aside) under NAICS code 561720, Janitorial Services with a U.S Small business Administration size standard $7.5M. A current Contractor registration is required on the System for Award Management (SAM) website. https://www.sam.gov/portal/public/SAM. Offerors must ensure that they are self-certified under NAICS Code 561720 in Representations and Certifications portion of SAM prior to award of any contract. This is a Firm-Fixed Price Request for Proposal for Janitorial Services at Bethesda, MD. The awarded contractor shall be responsible for providing all supervision, labor, material, equipment required to complete this work in accordance with the Performance Work Statement and appropriate Section J Attachments. The Government anticipates awarding a Firm-Fixed Price (FFP) contract resulting from the RFP to the responsible offeror whose offer, conforming to the RFP will be the most advantageous to the Government based on price and non-price factors as defined in the solicitation.
