NAVFAC intends to award a Utility Energy Service Contract (UESC) to Baltimore Gas and Electric Company (BGE) for a comprehensive energy resilience project at Naval Support Activity Annapolis, Maryland, estimated at approximately $45 million. The project includes a combined heat and power cogeneration plant integrated with a microgrid, natural-gas and electric infrastructure upgrades, substation relocation, an absorption chiller, an Investment Grade Audit, design, construction, commissioning, training, and turnover documentation. The Government intends to use other-than-full-and-open competition, stating that BGE is the only responsible source because it is the franchised electric and natural-gas utility serving NSA Annapolis and controls the affected distribution infrastructure. Market research and a prior sources-sought notice led the Government to determine that BGE alone possesses the required utility authority, infrastructure control, and ability to execute or authorize the necessary interconnection and system modifications. The notice is not a request for competitive proposals, but responsible sources believing they can perform the complete requirement may submit capability information for the Government’s consideration of whether to conduct a competitive procurement.
