This is a Sources Sought request to conduct a market survey and identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a), HUBZone, Service Disabled Veteran-Owned Small Businesses (SDVOSB), Women Owned Small Businesses (WOSB) and Economically Disadvantaged Women Owned Small Businesses (EDWOSB) that can perform this requirement. THIS IS NOT A REQUEST FOR PROPOSAL. Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The Government shall not be held responsible for any costs incurred in response to this sources sought announcement. Participation is strictly voluntary. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. The Naval Facilities Engineering Command, Naval Research & Development Establishment Support Office (NRDE) has a NEW requirement to create an Indefinite Delivery Indefinite Quantity (IDIQ) Roofing Construction Contract that will service the Naval Research Laboratory (Washington DC) and Naval Warfare Center Carderock, MD, and is valued at $25,000,000.00. Pre-Priced Task Orders will be valued at ranges of $150,000-$2,000,000. The IDIQ contract will provide for the repair and replacement of various types of roofs on the referenced installations. The Government anticipates issuing one fixed price contract, with a performance period of a Base Year and four 1-year Option Periods. The award date is estimated by or before December 2020. The procurement NAICS is 238160. The size standard is $16.5M. Interested respondents should submit a brief capabilities statement package of no more than six (6) pages that clearly demonstrate the firm’s ability to perform projects of similar size (dollar value), scope (roof repair/replacement) and complexity (industrial/residential/professional facilities). See Attachment A- Sources Sought. Based upon this survey results, a decision will be made whether to set aside this requirement or to issue as full and open competition (unrestricted).
