The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is soliciting proposals for the sustainment and modernization of Anti-Terrorism/Force Protection (AT/FP) systems and assets located at naval installations and joint-service installations, worldwide. This is an unrestricted acquisition. All responsible source may submit a proposal which shall be considered by the agency. EXWC intends to award a single-award indefinite delivery indefinite quantity contract (IDIQ) with firm fixed price task orders. The IDIQ will have a base ordering period of 60 months, with an option for an additional 36-month ordering period, and an extension of services period not to exceed six months. The maximum value of orders that can be placed under this contract will be $600,000,000. The minimum guarantee is $50,000. The project award date is on or before 1 Mar 2021. The Request For Proposal (RFP) will include the performance work statement and necessary attachments for offerors to propose on the sustainment of existing AT/FP systems and assets. EXWC intends to award this sustainment work as the first task order under the contract, and to have this fulfill the minimum guarantee. The sustainment task order will have a base year, and four option years with an extension of services period. Separate task orders will be negotiated and awarded to the successful offeror for modernization and upgrades to the AT/FP systems and assets. EXWC and the AT/FP Program Office will host a virtual pre-proposal conference on Thursday August 13th 2020 at 10:00 AM PDT. The purpose will be to provide an overview of the contract and the evaluation factors. EXWC will host the pre-proposal conference using Microsoft Teams. Firms that wish to participate are requested to submit the list of attendees – including email addresses – so that they can be included on the meeting invitation. If there will be multiple attendees, please designate one individual as the spokesperson, so we can call on that person during the question and answer session. The pre-proposal conference will be recorded and the link will be made available. Submit the list of attendees no later than 4:00 PM PDT on 11 Aug 2020. To the extent possible, please submit any known questions no later than 4:00 PM PDT on 12 Aug 2020. We anticipate possible problems with hosting such a large group, so we ask for your patience. Although the conference will begin at 10:00 AM, we will open the meeting at 9:30 to give attendees time to join the meeting.
