The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is conducting market research and seeking sources for an Indefinite Delivery Indefinite Quantity (IDIQ), Firm Fixed Price (FFP) Multiple Award Contract (MAC); for ARCHITECTURAL-ENGINEER (A/E) services to be conducted world-wide. The North American Industry Classification System (NAICS) code for this procurement is 541330, and the annual size standard is $15,000,000.00. All businesses, including small businesses, service-disabled Veteran-owed small businesses, Veteran Owned small businesses, certified HUB-Zone small businesses, certified 8(a) concerns, Woman-Owned Small, and large businesses are encouraged to respond. The information received will be used to formulate the strategy for establishing a set-aside or reserve for small business categories and the number of awardees. NAVFAC EXWC anticipates awarding multiple contracts from a single synopsis. The aggregate value of all Task Orders issued under the contracts resulting from this solicitation shall not exceed $150,000,000 (cumulative, not per awardee) over the sixty month ordering period. Multiple Task Orders may be awarded with similar delivery schedules requiring the selected firm(s) to provide services with overlapping work/delivery dates. Individual Task Orders can range between $25,000 and $5,000,000. The current multiple award scenario has five small business contracts for work performed in the United States and outlying territories, and three unrestricted contracts for work performed outside the United States and outlying territories. For the small business awards, the median average task order price was: $159,845, while the mean average was $580,000. For the unrestricted awards, the median average task order price was: $729,867 and the mean average was $881,820. This project provides engineering and design services for Petroleum, Oil and Lubricants (POL) systems, and supporting facilities at various locations, worldwide. The draft scope of Architect and Engineering Services is included as an attachment. It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12-point font minimum) demonstrating ability to perform the requested services. This documentation shall address, as a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar scope and complexity within the last five years. (2) Company Profile to include number of employees, office locations(s), DUNS number, CAGE Code, and statement regarding small business designation and status.
