The Naval Facilities (NAVFAC) Expeditionary and Engineering Warfare Center (EXWC) has a requirement for instructors to provide on-site instruction, including materials and logistics, of oil spill response training courses at Navy and Marine Corps activities or facilities worldwide. These courses fulfill Navy and Federal regulations – particularly OPNAV M5090.1 Chapter 39, Oil and Hazardous Substance Spill Prevention and Response, and 29 CFR 1910.120, Hazardous Waste Operations and Emergency Response. NAVFAC EXWC as the Course Curriculum Model Manager (CCMM), is tasked to manage the certification of students as First Responder Operations Level personnel for all Facility Response Teams (FRT), including Department of Defense (DoD) civilians, military and Port Operations contracted civilian personnel, in the Navy and Marine Corps. NAVFAC EXWC currently supports 50-60 activities worldwide with their Tier 1 on-water oil spill response equipment procurements and Facility Response Team (FRT) personnel certification requirements. This acquisition is primarily for the certified response personnel requirement that will be fulfilled by Navy oil spill response compliance certification FRT courses sponsored by the Naval Safety and Environmental Training Center (NAVSAFENVTRACEN) and New Skimmer (NS) instructional courses sponsored by NAVFAC EXWC. The FRT Certification Courses are designed to teach oil spill response management techniques and the deployment, operation, and maintenance a variety of oil response systems and equipment. The Contractor shall also provide Spill Management Team (SMT) Certification Course, when requested and funded by the Government.
