Request authority to limit competition on a Multiple Award Contract and award a task order without full and open competition under contract N39430-15-D-1678, pursuant to the authority of 10 U.S.C. 2304(c)(2), as implemented by Federal Acquisition Regulation (FAR)16.505(b)(2)(i)(B), whereby only one (1) awardee is capable of providing the required unique and highly specialized services at the required level. This task order will require the contractor to develop a Business Case Analysis (BCA) of a portion of existing pipeline between Fleet Logistics Center (FLC) Point Loma and Marine Corps Air Station Miramar. This is a continuation of a previous study completed by Enterprise Engineering, Inc. The contract is one (1) of four (4) basic contracts under the competitive NAVFAC EXWC Architect-Engineering Petroleum, Oil and Lubricants (POL) Small Business multiple award contract (MAC).
