The Naval Facilities Engineering Systems Command (NAVFAC) Engineering and Expeditionary Warfare Center (EXWC) has a requirement for 100-Gallon Per Minute (GPM) portable diaphragm pumps. It is the intent of EXWC to deploy these portable diaphragm pumps rapidly to remote locations and austere environments in support of contingency and relief operations where dewatering actions are essential.

NAVFAC requires CMiC software for the continued development and use of NAVFAC’s eCMS solution and will include the mobile application software as well. NAVFAC requires CMiC software for the continued development and use of NAVFAC’s eCMS solution and will include the mobile application software as well. The Contractor shall to provide one year of site/unlimited use licenses. The site/unlimited license shall be valid for a term of one (1) year period. The contractor will provide service level agreement-GOLD level for the eCMS solution (i.e. “CMiC Field”) as described below. The contractor must show proven performance in third-party software configuration, expertise in CMiC Field version C-12 integration, test, operations, and sustainment into a Government approved cloud instance. Keeping eCMS current to the latest supported CMiC release and end user/stakeholder communication and training are both a part of this statement of work as outlined below. All deliverables shall be provided electronically to NAVFAC HQ CIO in approved format(s). System Enhancements Implement software enhancements to the eCMS application. Specific tasks include: • Develop eCMS System Enhancement strategy • Identify emerging eCMS enhancements in consultation with NAVFAC • Evaluate and prioritize eCMS enhancements with NAVFAC functional owner and stakeholders configuration control board • Develop analysis and cost information for proposed software enhancements/modernizations, including third-party vendors • Engage with functional and end user community to maintain currency on business processes driving eCMS operations. • Propose and deliver business process updates in coordination with software updates on an as needed basis. Deliverables: 1. Analysis, Design, Architecture, Mapping, and Implementation Document 2. Test Plan, Business System Deployment POA&M 3. Peripheral Implementation/Support Plan Application Integration Perform integration functions and services between eCMS and other NAVFAC/external enterprise business systems. Specific tasks include: • Develop eCMS Integration strategy • Identify capability gaps with enterprise integration and data exchange • Evaluate and prioritize enterprise application integration with NAVFAC stakeholders • Test, implement, and deploy enterprise application integration requirements • Implement data migration from Contractor owned systems via separate server into NAVFAC’s eCMS system. The separate server will provide a daily security/virus check prior to forwarding information directly into NAVFAC’s eCMS system. This will allow contractors use their own system to push directly from their system vice rekeying in the critical information such as RFIs, Submittals and other communications. Deliverables: 1. Analysis, Design, Architecture, Mapping, and Implementation Document 2. Test Plan, Business System Deployment POA&M Communication and Training Provide communication and training. Specific tasks include: • Provide remote, live, routine training sessions of existing and new functions for new Government and Contractor employees based on the functional owner demand signal • Prepare user manuals, frequently asked questions and answers, web-based training, and training videos for end-users (Government and Contractor) system administrators • Develop eCMS software specific training manuals Deliverables: 1. Training Materials 2. User, Administrator, System Release Documentation
