Lease Environmental Control Unit
This opportunity is to lease a portable, 100% make-up Environmental Control Unit (ECU) to provide conditioned process air to the Priming Room of a temporary two-room structure at Portsmouth Naval Shipyard in Kittery, ME, within the Controlled Industrial Area. The ECU must maintain the Priming Room at 70–90°F, <60% RH, and at least 4 air changes per hour, with the Preparation Room passively ventilated from the Priming Room and maintained at 0–100°F and 4 air changes per hour. The unit must be rugged, portable, outdoor-rated, NEMA 3/4, 460V/3-phase/60Hz, and include remote thermostat/humidistat, emergency stop capability, moisture separator filtration, 20-inch duct connections, and noise levels =85 dB(A) at 6 feet. Performance timelines require a contractor technician on-site within 24 hours of failure notification, repair within 48 hours, or replacement within 72 hours, with the contractor responsible for all maintenance and repair costs if not due to government fault. Contractor personnel must be U.S. citizens with shipyard access approval, and equipment delivery and setup must occur by the requested date, with the government providing forklift assistance during work hours for unloading and return.
