INTERESTED OFFERORS SHALL REQUEST A TECHNICAL REFERENCE PACKAGE IN WRITE WITH YOUR RSVP EMAIL. FAILURE TO REQUEST THE TECHNICAL REFERENCE PACKAGE WILL RESULT IN DISQUALIFICATION FOR CONSIDERATION.
