The Portsmouth Naval Shipyard intends to solicit for single occupancy lodging meeting the specifications outlined in the Statement of Work.?It is noted that market research for this Pre-solicitation notice was performed under Notice ID N3904025PSE2936. The solicitation documents will incorporate provisions and clauses in effect through FAC 2025-03 and DFARS Change Notice 2025-0117. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Please complete the questionnaire in the Sources Sought Notice and send your response to the POC listed in this notice and on the Sources Sought Notice attached. THIS IS NOT A REQUEST FOR QUOTE; ANY RESPONSE TO THIS NOTICE IS FOR MARKET RESEARCH PURPOSES ONLY. Rev 1: Requested Clarifications Property Approvals Will the site inspections occur pre-award or post-award? If pre-award, could you provide more details on the criteria used during the inspections? There will be inspections conducted pre-award utilizing an inspection checklist that will be based on the information contained within the SOW as well as post-award pre-move in inspections to ensure each room complies with the SOW. Noise Standards Is there a specific decibel limit for acceptable noise levels? Would noise reduction measures (e.g., soundproofing) be acceptable if properties are near high-noise areas? The purpose of the noise requirement is to minimize disruption in sleep; noise reduction measures will be evaluated during the inspections to determine if they meet the specifications within the SOW. Lodging Rates Should the per diem rate include fees for amenities like parking and internet? The Government is requesting one, all-inclusive rate be proposed. Facility Access Are premium amenities (e.g., spas, gyms) included in the requirement for property facilities to be accessible to PNS occupants? If so, should these amenities be offered at no additional cost? Per paragraph 3.11.6 of the SOW: “PNS occupants shall be afforded access to all property facilities and accommodations provided to commercial guests.” The Government is requesting one, all-inclusive rate be proposed. Past Performance References Are lodging services provided to non-government entities acceptable as past performance examples? Any lodging service equivalent to the specifications of this requirement are considered to be relevant. Internet and Wi-Fi If properties have infrastructure limitations, are alternate solutions (e.g., additional routers or boosters) acceptable to meet internet requirements? Minimum Amenities can be found in paragraph 3.11 of the SOW, high speed internet (100 mbps or greater) access must be available for wi-fi or plug in and shall be password encrypted for each unit.
