Under the authority of 10 USC 2304 (c) and FAR 13.106-1(b)(1)(i), only one responsible source and no other supplies or services will satisfy the agency requirements.This repair can only be performed by Machine Tool Research (1JV12), the Original Equipment Manufacturer (OEM) who operates as an OTSB under NAICS 811310. The services are of such unusual and compelling urgency that a critical work stoppage and injury to the Government would result unless the agency is permitted to limit the number of sources from which it solicits bids. The determination that the procurement for the above service is an urgent and compelling requirement is based on the following: On 7/25/23, a mechanic while working on a prop shaft experienced a crash of the cutting head on the MTR Shaft Lathe. Immediately upon inspection of the crash, the mechanic inadvertantly set the parameters incorrectly and experienced a second crash of the cutting head. Machine Tool Research (MTR) Shaft Lathe is the only one in the United States Navy. Two other propeller shafts also require work specific to the capabilities of the MTR Shaft lathe. Therefore, this requirement is to be solicited in accordance with Sole Source exclusive rights.
