This notice serves as Portsmouth Naval Shipyard's (PNS) intent to Sole Source to Pratt & Whitney (cage 3EQQ7) to perform repair service requirements for the following Test, Measurement, and Diagnostic Equipment (TMDE): one (1) Laser Measuring Machine (LMM), Model:U307549, SN:TG2028-021. The Period of Performance is within 20 days of technician arrival at PNS with due date of 7/17/23. Under the authority of 10 USC 2304 (c) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. Pratt & Whitney is the Original Equipment Manufacturer (OEM) for P&W Metrology Instruments and Accessories and does not authorize any other company or organization to sell, service or repair these instruments. The laser measuring machine model U307549 was made specifically for the Department of the Navy's METCAL program to be used as a lab standard. Pratt & Whitney's testing, calibration, and repair process is thus proprietary and cannot be performed by ANYONE else except the OEM. Therefore, this requirement is to be solicited in accordance with Sole Source exclusive rights.
