This notice serves as Portsmouth Naval Shipyard's (PNS) intent to Sole Source to Northrop Grumman (Cage Code: 04804) to optically test, repair and retest (as required) the Emergency Propulsion Motor (EPM) Controller Fiber Optic Connectors and Cable Assemblies on a Los Angeles Class Submarine for Portsmouth Naval Shipyard (PNSY) in accordance with NAVSEA technical requirements and the Statement of Work. The Period of Performance is 8/30/2023 - 8/29/24. Under the authority of 10 USC 2304 (c) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. Northrop Grumman is the Original Equipment Manufacturer (OEM) for the EPM Controller System; no other known vendor possesses the required knowledge and technical expertise to perform this work. Northrop Grumman does not authorize any other company or organization to perform overhaul/maintenance on the EPM Controller. Therefore, this requirement is to be solicited in accordance with Sole Source exclusive rights. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the Limited Source Justification attached, there is only one contractor that has the specific qualifications to meet the requirements of this contract. This acquisition is being solicited on an unrestrcited basis. Depsite the intent for a sole source contract, all responsible, qualified sources may submit a quotation to be considered by the agency. Interested persons may identify their interest and capability by responding to the requirement through email submission to Alyssa Cress (alyssa.a.cress.civ@us.navy.mil) no later than August 21 @ 1:00PM EST. If no responses are received by the aforementioned date/time, a sole source contract will be awarded to Northrop Grumman.

Portsmouth Naval Shipyard is seeking to identify sources capable of supporting a Firm Fixed Price contract to optically test, repair and retest as required the Emergency Propulsion Motor (EPM) Controller Fiber Optic Connectors and Cable Assemblies on a Los Angeles Class Submarine at Portsmouth Naval Shipyard in Kittery, ME. This sources sought notice is a market research tool being utilized to identify potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Quote (RFQ). As such, all interested parties are encouraged to respond. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
