This is a solicitation notice for commercial services prepared in accordance with the information in FAR Subpart 13.5, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. The NAICS code is 336611 and the Small Business Standard is 1,250 employees. This is a notice for a Small Business Set Aside (SBSA) solicitation. The Portsmouth Naval Shipyard intends to solicit responses from qualified sources capable of providing: Services to refurbish five (5) sets of Deep Draft Camels (10 total) by contract. Four (4) of these sets are waterborne, the remaining fifth set is land borne. Except as otherwise stated, the selected Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation and other services and items necessary to perform the services described within this Performance Work Statement. The Contractor shall select and refurbish the Deep Draft Camels at appropriate facilities located off of PNSY. The Contractor shall complete the refurbishment of all camels within twelve months of contract award. The Government will make available one or two sets of camels at a time to the Contractor. The Contractor may accept one or both sets. The Contractor shall complete refurbishment (to include return of the camels to PNSY) in 45 calendar days if accepts one set or in 90 days if it accepts two sets. The Contractor shall comply with all applicable environmental, safety and health laws and regulations. This requirement is for a firm fixed price contract. The Required Delivery Date for the completion of these services is 02/01/2023. Paper copies, faxed copies, or email copies of this solicitation will not be provided. Interested parties are solely responsible for monitoring the posting of the solicitation and any amendments thereto. Four (4) of these sets are waterborne, the remaining fifth set is land borne. The selected Contractor shall provide, but not limited to, all labor, sub-contracting, overhead, permits, rigging gear, temporary environmental enclosure(s), material, supervision, utilities, welding, communication, rental equipment, testing equipment, site location, debris disposal, insurance/bonding, and transportation/movement to perform the restoration of the set of camels. NOTES: A) For the waterborne camels currently in use, the Contractor should expect additional labor to remove sea growth/biofouling. B) The Contractor shall refurbish the camel set such that both camels will be ready at the same time to facilitate PNSY Representative(s) onsite inspections.
