This announcement constitutes the only solicitation; a written solicitation will not be issued. The RFQ number is N3904022PSE1988. This requirement incorporates provisions and clauses in effect through FAC 2022-06 (Effective 05/26/2022) and DFARS Change Notice 20220428 (Effective 04/28/2022). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The small business size standard is 1,250 Employees. The Government intends to negotiate and award the resulted contract on a SOLE SOURCE basis to Cepeda Associates, Inc. (sole source) to perform repairs and tests on the CO2 Scrubbers and CO-H2 Burners installed on a U.S. Navy vessel, located at Naval Base Point Loma - San Diego, CA. The Period of Performance is 09/26/2022 through 01/23/2023.

Portsmouth Naval Shipyard intends to solicit Cepeda Assoicates to provide services to repair and test both CO2 Scrubbers and CO-H2 Burners in accordance with NAVSEA technical requirements, and HM&E test procedures. Location is Naval Base Point Loma, San Diego, CA. Under the authority of FAR 6.302-1, only one responsible source is capable of fulfilling this requirement. Cepeda Associates owns all drawings, designs, and information regarding the COH2 Scrubbers and Burners. All drawings and information associated with the system is proprietary data and owned by Cepeda Associates. Cepeda is the OEM and the only authorized vendor with the knowledge and capability to perform this work. If your organization has the potential capacity to accomplish this requirement, please provide the following information: 1.)
