This is not a request for proposal or quotes; it is only a required notice of a potential solicitation. Responses to this notice are NOT offers and CANNOT be accepted by the Government to form a binding contract. This requirement will be to fulfill an oil flush service needed, in San Diego, CA for starting on or around 10/26/2020 that can meet the below statement of work specification. Statement of Work Brief The contractor will provide oil system flushing services for the systems described above as directed by the shipyard. Flushing oil will be 2075 TH (MIL-PRF-17672D) or MIL-PRF-6083. Over-water pumping permits will be provided by the shipyard. Security Clearances: Contractor representatives must be US citizens able to obtain naval base security clearance. Special Requirements: Provide and wear Personal Protective Equipment (hardhat, safety shoes, and safety glasses) in industrial areas. Specifics: Oil Systems Flushing: The contractor shall provide flushing services for the External Hydraulic System on a Los Angeles-class submarine at NBPL. Flushing Procedures: Shipyard Process Instruction 516-905-229LAT Hydraulic Systems; Flushing and Cleanliness Maintenance SUBMEPP TP 553-5542 LAT CLASS: SSN 688 TITLE: HYDRAULIC SYSTEMS - FLUSHING AND CLEANING (STEERING AND STERN DIVING, SHIPS SERVICE, AND EXTERNAL HYDRAULIC SYSTEMS) Flushing shall be performed at the job site at Naval Base Point Loma, San Diego, California. The contractor shall provide flushing capability to meet the technical requirements and flow rates of the applicable flushing procedure. After flushing, the contractor shall provide oil samples for analysis by Portsmouth Naval Shipyard chemistry laboratory per the technical requirements of the applicable procedure specified above. Final verification and acceptance of flushing will be based upon satisfactory analysis by the Shipyard chemistry laboratory. Movement of flushing equipment after arrival at work site is the responsibility of the contractor. The Shipyard shall tie in or connect flushing hoses to the ship’s tie in points designated by the shipyard. The shipyard is responsible for operation and manipulation of all ships equipment. The shipyard is responsible for determination of flushing loops and flush boundaries, as well as flush duration. The shipyard is responsible to provide electrical services, rigging services, bilge cleaning, and testing of remade mechanical or welded joints. Security Clearances: Clearance: At least one vender rep with Confidential security clearance to shipcheck on-board ship. Other vender reps must be US citizens able to obtain SY clearance to work in the Controlled Industrial Area (CIA). Special Requirements: Provide and wear Personal Protective Equipment (hard hat, safety shoes, safety glasses) in industrial areas. Task: Provide flushing unit and necessary accessories consisting of a pierside comprehensive flush rig pump, filter and monitoring equipment. Such equipment will circulate the flushing medium through the ships oil systems and blow down the system after flushing if non-system flushing oil is used. The comprehensive flush shall include real-time monitoring of the contaminant levels within the flushing stream. Pre-use testing and inspection of each flushing loop, including the flushing units, is required in accordance with Portsmouth Naval Shipyard Work and Test Manual, Chapter 3.8, for Category II Hazardous Evolutions. This pre-use testing consists of a hydrostatic test to 110 percent of the temporary system relief valve setting or 117 percent of nominal temporary system pressure to verify flushing equipment integrity. The entire temporary system and ships piping within the flushing boundary must be pneumatically tested for tightness to 75 psig or system operation pressure prior to use. Contractor personnel assigned to operate the flushing units must be briefed on all procedures, safety precautions, and technical aspects of the flushing procedure by the Shipyard prior to flushing. Contractor personnel will participate in pre-shift briefings as directed by shipyard. Contractor operating procedures are subject to review by the Occupational Safety and Health Office, Code 106. The Flush supply and discharge lines will be provided by the shipyard to the contractor pier side flush rig. The flushing units must be capable of flushing in accordance with the applicable flush procedure. Flushing units will be operated by contractor employees. Contractor shall also provide technical recommendations to Code 260 Mechanical Engineers on flush techniques, use of diagnosis equipment/monitors to track flush progress and improve flush efficiency. The Contractor will provide flushing oil as required. The type of oil used is specified in the applicable flush procedure. The flushing oil is typically system oil 2075 TH (MIL-PRF-17672D), but may be MIL-PRF-6083 if directed by shipyard engineering. Wear Personal Protective Equipment (hard hat, safety shoes, safety glasses) in industrial areas The Shipyard shall provide the procedure to flush and (if necessary) blow down the Ship’s System. The contractor shall provide equipment and personnel to operate the Flushing Equipment and flush the Piping System. The contractor shall provide personnel to monitor the temporary system for leakage during the evolution. An example Procedure is to be provided to the contractor for review prior to execution. Equipment that is required is specified in the example procedure. The diagram of the system that the Shipyard has used shall be provided to the contractor for information. The contractor’s system must have the ability to achieve pressures, temperatures and flow rates as specified in the procedure. The Contractor will provide a shipyard approved heat source for the flush if required by procedure. The contractor shall provide two eyewash stations meeting the requirement of ANSI Z358.1. The contractor shall provide shipyard approved communications equipment between the flushing station and the in-hull location. The shipyard shall make all connections and removals from the Ship’s System as required. The Shipyard shall break and remake all ship’s systems connections. The Shipyard will accomplish valve lineups of Ship’s System Valves. The contractor shall accomplish valve lineups of the temporary system and operate these valves as directed by the Shipyard approved procedure. The contractor shall provide equipment to contain flushing system mechanical joints to avoid leakage onto or into the ship or the environment. The contractor shall dispose of hazardous waste generated by the Procedure in accordance with applicable California Environmental Requirements. Contractor personnel assigned to participate in flushing operations must participate in pre-shift briefings as directed by the Shipyard. Provision of new oils: The contractor shall provide 1000 gallons of new petroleum based 2075 TH oil per MIL-PRF-17672D. Prior to transfer of new oil to the ship, the new 2075 TH oil per MIL-PRF-17672D shall comply with SAE AS 4059 Rev. E, Table 1, Class 9 for particulate contamination. The allowable water contamination limit for 2075 TH is 0.03 percent (300 ppm) maximum. Note that all oil shall be new oil. Reprocessed, reclaimed, or recycled oil is not acceptable for submarine use. The oil will be delivered to the job site at Naval Base Point Loma, San Diego, California. The contractor shall deliver the oils in clean portable storage tanks, drums or trucks. The contractor shall submit hydraulic system oil samples for analysis by Portsmouth Naval Shipyard chemistry laboratory per the technical requirements of Process Instruction 516-905-229LAT. Oil samples will be drawn from each portable tank, drum, or truck after arrival at Naval Base Point Loma, San Diego, California. If drum contents are transferred to a common storage tank prior to transfer to the ship, a single oil sample from the common storage tank is acceptable in lieu of individual drum samples. Final verification and acceptance of delivered oil will be based upon satisfactory oil analysis by the Shipyard chemistry laboratory. Movement of each portable tank or truck after arrival is the responsibility of the contractor. The contractor shall provide pumping capability to allow transfer of oil from each portable tank or truck to the ship via contractor provided hoses through 3 micron or better filters. Contractor provided transfer hoses must be certified clean by flowing clean oil through them and submitting oil samples for analysis prior to connecting to ship as described below. Note that reprocessed, reclaimed, or recycled oil is not acceptable for submarine use. Contractor personnel assigned to participate in oil transfer operation must participate in pre-shift briefings as directed by the shipyard. Contractor operating procedures are subject to review by the Shipyard Occupational and Health Office, Code 106. After initial system fill, and upon completion of initial system operation and venting by PNSY, a supplemental “final fill” of ships oil storage tanks is expected and will be provided by the contractor. For hydraulic oils, an additional oil sample will be drawn from the ship’s tie in end of each transfer hose and analyzed by the Shipyard chemistry laboratory per the technical requirements of Process Instruction 516-905-229LAT prior to each tie in to the ship’s system. The Shipyard shall tie in or connect contractor supplied oil transfer hoses to the ship’s tie in points. Supplemental spill containment will be provided by the contractor. Removal of equipment and oil transport containers after final fill is the responsibility of the contractor. Disposal or reprocessing of off loaded oils and used flushing oils: Storage and disposal shall be in accordance with Federal EPA and State of California regulations. Contractor personnel assigned to participate in oil transfer operation must participate in pre-shift briefings as directed by the shipyard. Contractor operating procedures are subject to review by the Shipyard Occupational and Health Office, Code 106.
