This is a solicitation for a SOLE SOURCE requirement for E.H. Wachs, for the purchase of a new rotary cutting machine (with spare parts) that will be used for cutting Main Omega Seals. The work will take place at the Portsmouth Naval Shipyard (PNS) in Kittery, Maine and at the Contractor’s facility. The anticipated Delivery Date will be 14 weeks from this notice. The NAICS code for this requirement is 333515, Cutting Tool and Machine Tool Accessory Manufacturing and this solicitation is a SOLE SOURCE. Portsmouth Naval Shipyard intends to negotiate and award a contract with E.H. Wachs on a sole source basis by authority of 10 U.S.C. 2304 (c) and FAR 6.302-1. Paper copies, faxed copies, or email copies of the solicitation will not be provided. This notice is released pursuant to FAR 15.201(e) Exchange with Industry. Portsmouth Naval Shipyard (PNS) is seeking to identify sources to accomplish a Firm Fixed Price contract for the purchase of a new rotary cutting machine (with spare parts) that will be used for cutting Main Omega Seals. The work will take place at the Portsmouth Naval Shipyard (PNS) in Kittery, Maine and at the Contractor’s facility. The anticipated Delivery Date will be 14 weeks from this notice. Interested sources will provide authorized personnel capable of performing the typical tasks as listed: Provide a Large Diameter, Split Frame Cutting Machine (E.H. WACHS Model Number LDSF 90, P/N 18-023). The vendor shall maintain authorization to handle and process U-NNPI to allow for cutting, testing, and discussion of sensitive information that will be required to manufacture the cutting machine. The NAICS code for this requirement is 333515, Cutting Tool and Machine Tool Accessory Manufacturing. This sources sought is a market research tool being utilized to determine potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of Request for Quote (RFQ). Therefore, all interested parties are encouraged to respond. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Only responders who meet the following criteria should respond to this sources sought notice: 1. Meet specifications outlined in the attached document 2. Has an active CAGE code with the SAM.gov 3.
