This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-05 and DFARS Change Notice 2021-0224. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 561210 and the Small Business Standard is $41.5 Million. The requirement is for the Preventative and Remedial Maintenance of Relocatable Structures on the Portsmouth Naval Shipyard. This is a Total Small Business Set Aside solicitation. This requirement is for a fixed price contract. The contract will be awarded using simplified acquisition procedures in accordance with FAR part 13. The Portsmouth Naval Shipyard requests responses from sources capable of providing the following: Line Item 0001: Monthly Emergency Light / Lighted Exit Sign Testing and Inspection Preventative Maintenance at PNS in accordance with the Statement of Work (SOW). All responsible sources may submit a quote which shall be considered by the agency. System for Award Management (SAM): Vendors must be registered in the SAM database to be considered for award. Technical Evaluation Ratings Rating Description Acceptable Submission clearly meets the minimum requirements of the solicitation Unacceptable Submission does not clearly meet the minimum requirements of the solicitation If the technical submittal is determined “Unacceptable”, it renders the entire quote technically unacceptable. Technical submissions that do not meet the minimum requirements will be rated as “Unacceptable” and will no longer be considered for further competition or award. Portsmouth Naval Shipyard (PNS) is seeking to identify sources capable of supporting a one-year firm fixed price type contract for preventative maintenance and remedial repair services of approximately twenty (20) relocatable structures (Structure types may include, but are not limited to: Mobile Office Type Trailers, Modular Structures like Guard Shacks, and Kelly Enclosures) at PNS. Vendor services to provide recurring preventative maintenance services on systems and components that directly support emergency lighting and HVAC systems within relocatable structures. Vendor services to provide material and labor for the remedial maintenance and repair of relocatable structures in accordance with the various components manufactures recommendations. Remedial repairs may include, but are not limited to: Leveling and adjustment, including stairs; Repairs to exterior structure envelope such as roof, walls, doors, and windows to combat the elements and ensure property damage is mitigated; Repair to interior components such as doors, windows, floors, walls, ceilings, plumbing fixtures, lighting fixtures, and electrical infrastructure; Provide drain clearing and sanitation services.
