This announcement constitutes only the presolicitation notice. This is a presolicitation notice for a SOLE SOURCE requirement for Machine Tool Research, Inc., for Mechanical Upgrade of Betts- Bridgeford Lathe SN E5220. The North American Industry Classification System (NAICS) is 811310. The Small Business Size Standard is 8.0 Million and this is a sole source solicitation. Portsmouth Naval Shipyard intends to negotiate and award a contract with Machine Tool Research, Inc. on a sole source basis by authority of 10 U.S.C. 2304 (c) and FAR 6.302-1. (Justification & Approval attached) This requirement is for a firm fixed price contract. The schedule will be negotiated prior to award. Anticipated performance is forty(40) weeks to commence upon contract award. The solicitation will be made available electronically upon its release. Paper copies, faxed copies, or email copies of the solicitation will not be provided. No solicitation is available. This notice is released pursuant to FAR 15.201(e) Exchanges with Industry and PGI 206.302-1 PGI 206.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Portsmouth Naval Shipyard (PNS) is seeking to identify sources to accomplish a Firm Fixed Price contract for upgrade and alignment of one large Betts-Bridgeford Lathe including engineering and design work. The work will take place at the Portsmouth Naval Shipyard (PNS) in Kittery, Maine and at the Contractor’s facility. The anticipated period of performance duration is forty (40) weeks upon contract award. Interested sources will provide authorized personnel capable of performing the typical tasks as listed: The Contractor shall perform all necessary engineering and design work, which will include a site visit to evaluate, measure and compare the actual components to each other and Original Equipment Manufacturer (OEM) original drawings. The Contractor shall remove and replace the current tailstock having a diameter measured between 5.5” and 8.5” and replacing it with a new tailstock measuring between 11” and 14” in diameter. The contractor will also design and execute any modifications to ancillary items such as tool posts and steady rests to accommodate the new tailstock. The Product Service Code is J034, Maintenance, Repair, Rebuild Of Equipment- Metalworking Machinery This sources sought is a market research tool being utilized to determine potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of Request for Quote (RFQ). Therefore, all interested parties are encouraged to respond. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
