In accordance with the attached solicitation and Statement of Work, Portsmouth Naval Shipyard requires the supply of materials necessary for the repair and maintenance of the #1 and #2 Ships Service Turbine Generators (SSTGs) onboard a Virginia Class submarine. Specifically, materials are required for the replacement of the inboard and outboard thrust bearing stators and for the axial sensor and wirewall modifications. Under the authority of FAR 6.302-1, and in accordance with the attached J&A, only one responsible source is capable of fulfilling this requirement. Northrop Grumman Marine Systems (Cage Code 90099) is the Original Equipment Manufacturer (OEM) and thus owns the proprietary data – including drawings, equipment, and approved processes – required to perform this work.

Portsmouth Naval Shipyard is seeking to identify sources capable of supporting a Firm Fixed Price contract to provide materials for the repair and maintenance of the #1 and #2 Ships Service Turbine Generators (SSTGs) on a Virginia Class Submarine. Specifically, materials are required for the replacement of the inboard and outboard thrust bearing stators and for the completion of the axial sensor and wirewall modifications. This sources sought notice is a market research tool being utilized to identify potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). As such, all interested parties are encouraged to respond. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
