This is a solicitation for a SOLE SOURCE requirement for Machine Tool Research, Inc., for Corrective Maintenance of Betts- Bridgeford Lathe SN E5551. The North American Industry Classification System (NAICS) is 811310. The Small Business Size Standard is 8.0 Million and this solicitation is a SOLE SOURCE. Portsmouth Naval Shipyard intends to negotiate and award a contract with Machine Tool Research, Inc. on a sole source basis by authority of 10 U.S.C. 2304 (c) and FAR 6.302-1. This requirement is for a firm fixed price contract. The schedule will be negotiated prior to award. Anticipated performance is eighteen (18) weeks to commence upon contract award. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the posting of the solicitation and any amendments thereto. The Government will not pay for information received in response to this notice. This notice is released pursuant to FAR 15.201(e) Exchange with Industry. Portsmouth Naval Shipyard (PNS) is seeking to identify sources to accomplish a Firm Fixed Price contract for the repair and testing of one Betts-Bridgeford Lathe (Alpha BWN, SN E5551) including engineering and design work. The work will take place at the Portsmouth Naval Shipyard (PNS) in Kittery, Maine and at the Contractor's facility. The anticipated period of performance duration is eighteen (18) weeks upon contract award. Interested sources will provide authorized personnel capable of performing the typical tasks as listed: The Contractor shall remove and replace the headstock and tailstock of the existing lathe with the headstock and tailstock from Betts Lathe SN E7672. The Contractor shall perform all necessary engineering and design work, which will include a site visit to evaluate, measure and compare the actual components to each other and Original Equipment Manufacturer (OEM) original drawings. The contractor will also design and execute any modifications to ancillary items such as tool posts and steady rests to accommodate the new headstock and tailstock. The NAICS code for this requirement is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. This sources sought is a market research tool being utilized to determine potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of Request for Quote (RFQ). Therefore, all interested parties are encouraged to respond. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Only responders who meet the following criteria should respond to this sources sought notice: 1. Meet specifications outlined in the attached document 2. Has an active CAGE code with the SAM.gov 3.
