The Portsmouth Naval Shipyard intends to issue a sole source solicitation and contract to Spectronics Corporation (Cage: 20772). The required pipe freezing units must be compatible in all aspects (form, fit, function) with the existing systems currently in use. These specific pipe freezing units have been shown to meet all safety standards for use in industrial environments including at naval shipyards. Any change in design would require additional formal testing. This testing would negatively effect fleet wide avalibilities. Tooling specifically designed to fit spectronics refrigeration units has beeen manufactured to ensure the level of accuracy, safety, and reliability required to use for nuclear requirements. Spectronics is the only viable source for these refrigeration units. These direct replacement components are 100% interchangable with the system of units already in place at Portsmouth Naval Shipyard. The equipment being procured is specific to Spectronics Corporation, therefore they are the only source capable of fulfill this requirement. A determination of the government not to compete this proposed contract action based upon responses to this notice is solely within the discrection of the government.
