These are “direct advertisements” for exposure to the Portsmouth Naval Shipyard. WGME 13 possesses the necessary proprietary data, drawings, knowledge, material, and expertise needed to provide the promotional campaign. There are no WGME 13-authorized sources, such as re-sellers or subcontractors, that manufacture this campaign. The requirement is for the services of WGME 13 to provide all required material support to accomplish the "Made By Trade" promotional campaign. The attached Statement of Work (SOW) encompasses the material, technicians and mechanics, management, supervision, and transportation necessary to ensure the promotional video satisfactorily meets all specifications in accordance with WGME 13 drawings and applicable Standard(s). The NAICS Code will be 515120. The proposed contract action is for the procurement of services for which the Government intends to solicit and negotiate with one or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement. The "Made By Trade" Campaign is specific to WGME 13, and they are therefore, the only source capable of fulfilling this unique requirement. WGME 13 (CAGE: 3A4A1) is a large business. A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
