Portsmouth Naval Shipyard intends to issue a sole source solicitation to WGME 13 (Cage: 3A4A1). Portsmouth Naval Shipyard requires the "Made By Trade" promotional campaign featured on WGME 13. WGME 13 is the designer of the "Made By Trade" promotional series. These are “direct advertisements” for exposure to the Portsmouth Naval Shipyard. WGME 13 possesses the necessary proprietary data, drawings, knowledge, material, and expertise needed to provide the promotional campaign. There are no WGME 13-authorized sources, such as re-sellers or subcontractors, that manufacture this campaign. The requirement is for the services of WGME 13 to provide all required material support to accomplish the "Made By Trade" promotional campaign. The Statement of Work (SOW) encompasses the material, technicians and mechanics, management, supervision, and transportation necessary to ensure the promotional video satisfactorily meets all specifications in accordance with WGME 13 drawings and applicable Standard(s). The NAICS Code will be 515120. The proposed contract action is for the procurement of services for which the Government intends to solicit and negotiate with one or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement. For proprietary reasons, the only source is the original equipment manufacturer (OEM), WGME 13 (CAGE: 3A4A1), a large business. This notice of intent is not a request for competitive proposals. This notice is for informational purposes only. Solicitation documents are not available at this time. A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
