Please of performance will be New London Subbase (NLON) in Groton, CT This requirement is to provide the services of a qualified Original Equipment Manufacturer (OEM) representative to test and repair the Scrubbers and Burners of the CO/H2 system. The proposed contract action is available from only one responsible source and no other supplies or services will satisfy the Navy's requirements. The Period of Performance is 06/21/19-07/19/19. Detailed Specification and solicitation documents will be provided on or around 18 April 2019. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. CEPEDA Associates owns the proprietary equipment, proprietary drawings and is experienced in performing the appropriate procedures and services required. CEPEDA Associates, as the OEM, is the only vendor that has performed this particular repair and able to accomplish the requirement procedures. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Portsmouth Naval Shipyard is seeking to identify sources capable of supporting a firm fixed price contract for repair and maintenance for the Scrubber and Burners COH2 System aboard a Los-Angeles Class Submarine. Previous market research shows that this is a sole source requirement and there is only one authorized vendor to perform work on the Scrubber and Burners COH2 System aboard a Los-Angeles Class Submarine. This sources sought notice is a market research tool being utilized to identify potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Quote (RFQ). As such, all interested parties are encouraged to respond. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
