Portsmouth Naval Shipyard requires the restoration of Rudder Primary Mode Control Valve Assembly and the Bow Planes Control Valve Assembly aboard a USS Submarine. Sargent is the designer and original equipment manufacturer (OEM) of the control valve assemblies requiring repair. These are "direct replacements" parts/components for existing equipment. Sargent Aerospace and Defense possesses the necessary proprietary data, drawings, knowledge, material, and expertise needed to provide the repair service required. There are no Sargent authorized sources, such as re-sellers or subcontractors, that manufacture or repair the control valve assemblies. The requirement is for the supply the services of Sargent technician(s) to provide all required material support to accomplish the repairs to the control valve assemblies. The Statement of Work (SOW) encompasses the material, technicians and mechanics, management, supervision, and transportation necessary to clean, repair, test and certify the repair of control valve assemblies and satisfactorily meeting all technical and operational specifications in accordance with Sargent drawings and applicable Submarine Maintenance Standard(s). The NAICS Code will be 332912. The proposed contract action is for the procurement of services for which the Government intends to solicit and negotiate with one or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement. For proprietary reasons, the only source is the original equipment manufacturer (OEM), Sargent Aerospace and Defense LLC (CAGE: 78062), a large business. This notice of intent is not a request for competitive proposals. This notice is for informational purposes only. Solicitation documents are not available at this time. A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
