The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk intends to negotiate a Firm Fixed-Price contract and will utilize procedures under Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Items, and FAR Part 13.5 - Simplified Procedures for Certain Commercial Items and FAR 19.502-2 Total small business set-asides. The Government intends to procure one base year of contractor service with one option year and with the inclusion of FAR 52.217-8 an additional 6 months of service if required by the Government in the support of Fleet Cyber Command US Tenth Fleet (FLTCYBERCOM/USTENTHFLT) and Naval Information Forces (NAVIFOR) for Elastic Co. brand name security operator foundational training on the Deployable Mobile Support System-Navy (DMSS-N) tool kit. The primary objectives of this effort are to provide professional education and training support services, training consultation/expertise, course analysis support, scenario development, and course completion certification for the DMSS-N tool kit. The North American Industry Classification System (NAICS) code for this acquisition is 611420. The anticipated date of the award is on or about 31 August 2021. The anticipated start date of performance is 30 September 2021. This presolicitation notice is NOT a request for competitive quotations. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
