The Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) is planning to solicit for a requirement for a Multiple Award Construction Contract (MACC) Indefinite-Delivery/Indefinite-Quantity contract to execute sustainment, restoration, and modernization (SRM) projects; alteration; demolition; repair; and new construction or expansion of any type of facilities or real property assets, including waterfront or airfield facilities. The geographic area of responsibility for this requirement covers Naval Air Station (NAS) Sigonella, Augusta Bay NATO Pier, and Naval Radio Transmitter Facility (NRTF) Niscemi. The Government intends to solicit on the basis of full and open competition, utilizing the two-phase design-bid selection procedures discussed at FAR Subpart 36.3, where a single solicitation will cover both phases. The Government is planning to make a selection and award an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to one or more successful offerors, and will specify the selection criteria and the maximum number of potential awardees in the upcoming solicitation. Projects will be executed via issuance of firm fixed price (FFP) Task Orders (TO) for either Design-Build or Design-Bid-Build effort, or a combination of both. The ordering period will comprise a one-year base and four (4) one-year option periods. The maximum total capacity of the combined Multiple Award Construction Contract (MACC) IDIQ is anticipated to be $150 million. Resulting TOs are anticipated to range in price between $500,000 and $5 million. Further, any information submitted by respondents is strictly voluntary, and submission of a response to this notice does not constitute a request to be added to a bidders list or to receive notification of, or a copy of any upcoming solicitation. If a solicitation is issued, it will be announced separately on sam.gov and all interested parties must respond to that solicitation separately from the response to this RFI. At that time, potential offerors will be required to access the Procurement Integrated Enterprise Environment (PIEE) solicitation module to view the solicitation and any attachments once available.
