This is a combined synopsis/solicitation which is expected to result in the issuance of Blanket Purchase Agreements (BPA) for emergency oil and hazardous substance incident cleanup services primarily for United States Government Vessels and controlled territory located within the Kingdom of Bahrain, the United Arab Emirates (UAE), and Oman as described within the attachment titled "Performance Work Statement". A BPA, if any, will be made to the responsible offeror(s) who submit a proposal that conforms to the requirements and complies with the requirements of the Performance Work Statement. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable
