The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing a Request for Quote (RFQ) to Leonardo DRS Airborne & Intelligence Systems to provide installation, post-installation, retesting and calibration of modification kits on Advanced Data Acquisition and Control Systems (ADACS) units onboard a Virginia Class Submarine under authority of 10 U.S.C 3204(a)(1) and in accordance with FAR 6.302-1(a)(2). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the Size Standard of 1,300 applies. The Product Service Code is J020 Maintenance, Repair Rebuilding of Equipment-Ship and Marine Equipment. All firms or individuals responding must be registered with the System for Award Management (SAM) by the award date. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02, DFARS 01/22/2024, and NMCARS 18-22. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit and negotiate a sole source, firm fixed price contract under the authority of 10 U.S.C 3204(a)(1) and in accordance with FAR 6.302-1(a)(2). The PHNSY & IMF intends to solicit to Leonardo DRS Airborne & Intelligence Systems to provide installation, post-installation, retesting, and calibration of modification kits on Advanced Data Acquisition and Control System (ADACS) units onboard a Virginia Class Submarine. In accordance with DFARS PGI 206.302-1, a sources sought notice, N32253-24-Q-0021, was posted to the U.S. Government Point of Entry (GPE), sam.gov, on 19 January 2024 to determine whether other sources could satisfy this requirement. We received one capability statement, however the interested party was found to not be technically capable in performing the requirements. This pre-solicitation notice does not constitute a request for proposals. Submission of any information in response to this notification is purely voluntary and the Government does not assume financial responsibility for any costs incurred. This posting serves as a pre-solicitation notice in association with N32253-24-Q-0021 and in accordance with FAR 5.204. A solicitation is expected to be posted on or about February 16, 2024.
