Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is seeking a qualified contractor for preservation services for the Navy Paint Program. The required work shall take place at Pearl Harbor Naval Shipyard. This requirement is intended to be a Full and Open Competition solicitation. The Government intends to solicit for the preservation services onboard naval surface ships. See attached PWS for details. This pre-solicitation notice is issued in accordance with Federal Acquisition Regulation 5.204. All responsible sources may submit a quotation which shall be considered by the agency. The contractor must be able to demonstrate they have technical expertise to complete the scope of work. Furthermore, the contractor must be registered in good standing within the System for Award Management (SAM) system and meet the requirements for NAICS code 325510. This is not a request for proposals. PHNSY & IMF intends to post the solicitation for at least 10 days, starting on 11/08/2021.

Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is issuing this sources sought synopsis as a means of conducting market research to seek eligible contractors to provide technical services with the ability to deliver preservation products for the Navy Paint Program. The Government intends to solicit for the preservation services onboard naval surface ships. See attached PWS for details. All responsible sources may identify their interest and provide capability statements in response to this notice. Capability statements shall demonstrate the Contractor's capability to perform the requirements of the Paint Program, provide paint warranty without waiver or subcontract, and include proof of original manufacturer certification for the required coatings listed in the attached PWS. The request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary and the Government does not assume financial responsibility for any costs incurred. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
