This is a full and open competition solicitation. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 517311-Wired Telecommunication Carriers, and Small Business Size Standard of $1,500 apply to this procurement. The Product Service Code is DG11, NETWORK – TELECOM ACCESS SERVICES All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2020-06, DFARS (last updated 03/24/2020), and NMCARS 18-09. Written offers should be submitted in accordance with the CLIN structure and in accordance with FAR 52.212-1 and the addendum to FAR 52.212-1 as indicated in the attached solicitation. The CLIN structure is as follows: 0001 – Cable, Internet, and Phone Services-12 months 0002-Installation/Move Fee- Each Note: Quotation submissions should include a breakdown of quotation. All quotation submissions need to include completion of FAR 52.212-3. Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is seeking a qualified contractor to service one Dive Boat in accordance with package HRMC-015-21. Work specification HRMC-015-21 is included in this pre-solicitation as an attachment. The required work shall take place at the contractor’s facility. This requirement is intended to be a 100% total small business set-aside. This pre-solicitation notice is issued in accordance with Federal Acquisition Regulation 15.202, Advisory Multi-Step Process. PHNSY & IMF will evaluate interested firms and advise the interested firms of the likelihood of each one being competitive in meeting Agency’s needs. The contractor must be able to demonstrate that they have the overall technical expertise to complete the scope of work. Furthermore the contractor must be registered and in good standing within the System for Award Management (SAM) system and meet the small business requirements for NAICIS code 336611. This is not a request for proposals. Any interested party that believes it can satisfy this requirement may submit a written capability statement. Telephonic responses are not allowed.
