Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is seeking a qualified contractor to service Rigid Hull Inflatable Boats (RHIBs) in accordance with HRMC-023-20. The required work shall take place at the contractor's facility. This solicitation is issued as RFQ N32253-20-Q-0030, a Firm Fixed Price total Small Business Set-aside. Submit written offers in accordance with the CLIN structure outlined in the announcement. Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04 and DFARS DPN 20200123. North American Industrial Classification Standard (NAICS) 336611 and Size Standard of 1,250 employees apply to this procurement. Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is seeking a qualified contractor to service Rigid Hull Inflatable Boats (RHIBs) in accordance with HRMC-023-20. A draft of HRMC-023-20 is included in this pre-solicitation as an attachment. The required work shall take place at the contractor’s facility. This requirement is intended to be a total small business set-aside. This pre-solicitation notice is issued in accordance with Federal Acquisition Regulation 15.202, Advisory Multi-Step Process. PHNSY & IMF will evaluate interested firms and advise the interested firms of the likelihood of each one being competitive in meeting Agency’s needs. Qualified contractors must have their own dry docking capabilities on the island of Oahu. The contractor must be able to demonstrate that they have the overall technical expertise to complete the scope of work. Furthermore the contractor must be registered and in good standing in System for Award Management (SAM) as a small business for NAICIS code 336611. This is not a request for proposals. Any interested party that believes it can satisfy this requirement may submit a written capability statement. Telephonic responses are not allowed. To be evaluated for technical merit and capability, statements must be received by 3/17/2020. PHNSY & IMF intends to post the actual solicitation for 10 days, starting on 3/17/2020.
