Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) has been tasked, by NAVSEA, to remove, inspect both the port and starboard aft first reduction bearings (of the main reduction gear assembly), repair/replace if necessary during the upcoming FY19 EOH. The main reduction gear assembly is a locked-train, double-helical configuration which decreases the high rotational speed of the main engines to the lower rotational speed of the propeller shaft. The primary elements of the main reduction gear are 2 (ea.) first reduction pinions, 4 (ea.) first reduction gears, 4 (ea.) second reduction pinions, and 1 (ea.) second reduction gear. Due to the critical nature of the main reduction gear assembly, a technical representative authorized from NAVSEA is to be contracted to provide new bearings and technical oversight for the duration of the port and starboard aft first reduction pinion bearing removal/disassembly and inspection. PHNSY & IMF requires an authorized technical representative to provide onsite technical guidance for the removal/disassembly and inspection of the USS Charlotte’s (SSN 766) port and starboard aft first reduction pinion bearings during FY19 EOH. The Government is solely responsible for the actual removal/disassembly and inspection, replacement/reassembly of the main reduction gear assembly. The contractor shall provide only technical oversight in a consulting capacity to the Government Personnel working on the main reduction gear assembly or its associated subassemblies, provide a written determination of the actions required to make the port and starboard aft first reduction pinion bearings acceptable for unrestricted operation.
