The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to release a request for proposal (RFP), in accordance with 10 U.S.C. 2304(c)(1), for a firm fixed price/cost plus fixed fee contract to perform technical services in support of the Mobile At-sea Sensor System (MATSS) platform. Support includes troubleshooting, repairs, system upgrades, preservation, preventative maintenance, testing, and operation of various hull, mechanical and electric (HM&E) systems, as well as physical security for the MATSS towed platform. The contractor shall also provide ongoing maintenance of HM&E systems, provide an at-sea crew for missions, and perform vessel modifications. This posting serves as a Pre-Solicitation notice. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,250 employees. The Product Service Code is J020 Maintenance and Repair of Ship and Marine Equipment. A Sources Sought Notice for N32253-MATTS was posted on SAM.gov from 06/25/2021 to 07/19/2021. Written offers shall be submitted in accordance with the CLIN structure and proposal instructions that will be outlined in the forthcoming solicitation, N32253-22-R-0002. All offers shall be emailed to the primary and secondary point of contact listed in the upcoming posting. The tentative Period of Performance for the base year is 12/23/2022 – 12/22/2023 and 12/23/2023 – 12/22/2024 for the option year. The Solicitation for this requirement will be posted on or about 07/29/2022. All dates and information included in this announcement as subject to change.
